Is it possible to publish DMPs and other research plans in different repositories (so not Zenodo)?

Yes, it is possible. But, to have different repositories attached to the system, you will need your own on-premises or cloud deployment.  You can use DSpace, Dataverse, CCAT and InvenioRDM repositories.
